A review of Imam Khomeini’s views and perspectives on the foreign policy of the Islamic state demonstrates that its primary nature is rooted in cultural and value-based elements. Consequently, all other dimensions of foreign policy are defined within the framework of Islamic culture and values. This perspective underscores the importance of soft power in the foreign policy of the Islamic state. The present study employs a descriptive-analytical method, utilizing documentary and library research, to address the core question: “What is the nature of the foreign policy of the Islamic state from the perspective of Imam Khomeini (r.a)?” The hypothesis examined is that the foreign policy of the Islamic state, from Imam Khomeini’s viewpoint, has a cultural and value-based essence. The findings reveal that Imam Khomeini’s theoretical foundations concerning humanity, politics, and the fundamental elements of the Islamic state’s foreign policy, including its strategies and objectives, are inherently linked to culture and spirituality. Understanding the nature of foreign policy from Imam Khomeini’s perspective serves as a guide for decision-makers and policymakers in the foreign policy of the Islamic Republic of Iran. <strong> </strong> این پژوهش در پی تبیین وتحلیل ماهیت سیاست خارجی دولت اسلامی در اندیشه امام خمینی(ره) می باشد. بررسی آراء و دیدگاه های امام خمینی در حوزه سیاست خارجی دولت اسلامی نشان می دهد ماهیت اصلی سیاست خارجی دولت اسلامی را عناصرفرهنگی و ارزشی تشکیل می‌دهد . براین اساس سایرعرصه‌های سیاست خارجی درچارچوب فرهنگ وارزش های اسلامی معنی و مفهوم می‌یابد این نگرش به نوبۀ خودجایگاه واهمیت قدرت نرم را در سیاست خارجی دولت اسلامی بخوبی نشان می‌دهد. پژوهش حاضر براساس روش توصیفی- تحلیلی و با استفاده از شیوه اسنادی و کتابخانه ای در پی پاسخ به این سئوال اصلی که «ماهیت سیاست خارجی دولت اسلامی از دیدگاه امام خمینی(ره)‌ چیست؛ می‌باشد. و فرضیه‌ی که به دنبال آزمون و بررسی آن می باشد این است که ماهیت سیاست خارجی دولت اسلامی از دیدگاه امام(ره)‌ ماهیتی فرهنگی و ارزشی دارد. یافته های پژوهش بیانگر آن است که مبانی نظری امام خمینی به انسان وسیاست و عناصر اساسی سیاست خارجی دولت اسلامی شامل راهبردها و هدف های آن معطوف به فرهنگ و معنویت است. شناخت ماهیت سیاست خارجی از دیدگاه امام راهنمای تصمیم گیران و کارگزاران سیاست خارجی جمهوری اسلامی ایران خواهد بود. https://www.jspt.ir/article_214395_ed80c5716d534376000b1fc615f4518f.pdf
